I simply cannot imagine letting my bushes hang this far out. Generally people in Park Ridge are pretty considerate and law abiding; It has literally been years since the last time I saw anyone out walking his dog without a poop bag, for example, and I highly doubt people do that just because they're worried about being fined. So the only conclusion I find reasonable is that the people who block sidewalks always drive, never, ever walk, and think of sidewalks merely as something traditional that cities use to visually frame blocks, something that possibly had some real utility way back in history.
